KJ, as the primary design subconsultant to Brown and Caldwell, completed multi-discipline engineering, cost estimating, and construction management services, under a General Contractor/Construction Manager (GC/CM) delivery.
It was the first project delivered using GC/CM and the largest construction project undertaken by Pierce County, Washington. The project was completed in 70 months on budget to meet its Maximum Allowable Construction Cost (MACC) of $203.2M. The project represents a significant enhancement of capacity and treatment capabilities and required an expansion of the existing site from 49- to 89-acres near the Puget Sound waterfront and the Chambers Bay Golf Course (which hosted the 2015 U.S. Open), requiring extensive sound, visual, and odor mitigation. KJ’s work involved extensive planning, predesign, design, and preconstruction effort followed by active construction period services to support four construction packages. These packages were strategically considered to mitigate unplanned operational interruption as new liquids and biosolids treatment processes increased capacity from 28.7- to 45.3-mgd, and extensive auxiliary systems were tied into and integrated with the existing process.

- Solid stream expansion and replacement, including a new solids thickening facility
- Site/utility expansion and replacement, including process water and high-pressure air systems upgrade and extension, fueling facility, plant utility service systems
- Site civil discipline lead with primary responsibility for design and coordination of site civil project elements
- Building mechanical discipline lead with primary responsibility for design and coordination of building mechanical design elements for process facilities and non-process buildings
- Cost estimating lead for the team, responsible for preparing estimates at interim detailed design development level, reviewing the GC/CM’s pricing at final detailed design development, on-call cost estimating support for review of Initial Cost Proposals, and input for the County’s negotiation of Change Order Proposals
Construction management support, including:
- On-site construction observation, inspection, and coordination
